The State has "covered up for something that is very rotten" in the investigation into the killing of a 23-year-old cyclist in a hit-and-run incident eight years ago, the Dáil has heard. Sinn Féin TD Martin Kenny made the claim during a debate about the terms of reference of a scoping exercise on what further investigations should take place into the circumstances of the case.
